Series EE savings bonds have two "reset" dates each year: May 1st and November 1st. On these dates, the new rate effective for all Series EE bonds issued in the next six months is published. Interest is added to the bonds each month (not every six months) and is compounded (that is, added to the principal so that you are paid interest on interest), every six months.

Series EE Savings Bond Interest Rates for Bonds Issued May 1997 and April 2005
Series EE savings bonds issued between May 1997 and April 2005 are variable rate, meaning they earn interest at the savings bonds rates announced every May 1st and November 1st. The rates apply the first semi-annual earning period starting on or after the effective date shown, according to the United States Treasury.
